Labour Councillor for the wider Douglas area Peter Horgan has renewed his call for the delivery of a Douglas Renewal Masterplan that puts people first and strengthens Douglas as a thriving urban village for residents, local businesses and visitors.

Cllr Horgan raised the issue at a local meeting of the South East Ward where he questioned the costings that could accompany such a renewal plan.

Cllr Horgan said that while Douglas has seen significant growth and investment in recent years, this progress must now be matched with a clear, coordinated vision for the future of the area.

“Douglas is an integral and vibrant part of Cork city, but with that growth comes responsibility,” he said.

“We need a renewal plan, as promised, that enhances the public realm, supports local enterprise and, crucially, improves safety and accessibility for pedestrians.”

Cllr Horgan has repeatedly highlighted concerns around traffic dominance, narrow footpaths and dangerous crossing points in Douglas village, stressing that pedestrian safety must be at the heart of any renewal strategy.

“An urban village must work for people on foot – children going to school, older residents, people with disabilities and those simply trying to move safely through the area,” he said.

“Too often, pedestrians are treated as an afterthought. That has to change but we need to fold in safe cycling Infrastructre and the ability of stop and drop to continue where appropriate.”

He said these must now be tied together through a comprehensive masterplan that sets out clear priorities, timelines and costs.

“We have seen important projects delivered and others at design stage, but what’s missing is an overall framework for Douglas,” he added. “A renewal masterplan would provide that clarity and ensure future investment is properly planned, coordinated and community-focused. We can just sit and wait for Bus Connects to unveil The grand plan we need our own plan.”

Cllr Horgan also emphasised the importance of engagement with residents and businesses in shaping the future of Douglas.

“People who live and work in Douglas and the surrounding areas, know the challenges and the opportunities,” he said.

“Their voices must be central to holding onto an urban village that is safer, clamer and more welcoming for everyone.”

He concluded by reiterating his call for an update on the Douglas Renewal Masterplan and a clear commitment to its delivery within the lifetime of the current City Development Plan.

“Douglas deserves nothing less than a bold, people-centred vision for its future,” Cllr Horgan added.
