Construction begins on 183 affordable and social homes in Co Limerick

Construction has started on 183 affordable and social homes in Mungret, Co Limerick, the Land Development Agency (LDA) and Limerick City and County Council (LCCC) have announced.

The construction work programme for the first homes is 30 months.

Galway-based Coolsivna Construction Group has been appointed to deliver the homes and infrastructure.

The first phase includes 14 two-bed, 60 three-bed and 25 four-bed homes, which will be delivered as a mix of detached and semi-detached houses and duplexes.

The project is located on a greenfield site on the grounds of the former Mungret College, where LCCC has secured planning permission for over 250 new homes.

The LDA has partnered with LCCC to develop 183 of the homes, but the remaining homes, crèche, community spaces and public plaza will be delivered by Clúid, an Approved Housing Body, as part of an integrated scheme for older people.

The site for the new homes is part of the wider Mungret Framework, aiming to unlock land in public and private ownership and allow construction of residential development supported by community and employment uses.

It has the potential to deliver approximately 1,950 new homes, of which the partnership between the LDA and LCCC is in an early phase.

The Framework has already delivered a new park, playground, schools, a link road and a number of private developer-led housing schemes.

Mungret Park View is one of a number of projects the LDA is undertaking in Limerick.

The LDA has also delivered 81 cost rental homes at The Mills in Castletroy and received planning permission in December 2025 for 284 cost rental and social homes at The Lightworks site on Dock Road in Limerick City.

The LDA is also working with LCCC to advance plans for over 230 new homes and amenities at Carey’s Road.

Mayor of Limerick John Moran said "it is great" to see construction beginning on the site.

"This is the first of the pipeline sites to do so since 2024. Mungret has been transforming around the new Mungret Park and this will keep up the momentum there too.

"Coming on top of recent planning permissions on other larger sites by the LDA and the private sector it is showing that finally we are starting to move back closer to where we need to be on housing delivery.”

Housing Minister James Browne said that through partnership between the LDA and LCCC, "we are unlocking public land to provide affordable and social housing, supported by essential infrastructure and community amenities.

"This is one of several major housing projects now progressing across Limerick, reflecting the State’s unprecedented level of investment in counties like Limerick to accelerate delivery and build sustainable communities.

“At the same time, we are seeing record numbers of Cost Rental and Affordable Purchase Scheme properties being delivered, ensuring more people have access to secure, affordable housing options. Collectively, these efforts show how coordinated public investment is transforming housing delivery at a regional level.”
