The application to build 237 residential units, comprising 183 houses and 54 apartments at Ringmeen was granted by An Bord Pleanala subject to 28 conditions.
That’s despite 16 third party submissions against the development, mainly from or on behalf of local residents. In their objections, a significant number of issues were raised, which included the fact the proposed crèche does not take consideration of phase 1 of Cluain Ard, of which this development would be an extension.
According to the submission, large crèche and play areas were part of the initial plan, but only houses were provided.
Meanwhile, a lack of funding for new schools and the GP provision crisis were also highlighted, as were issues with low water pressure in the area and a lack of usable green space and play amenities. However, roads infrastructure was the major sticking point in the submissions with inadequate capacity and the condition of existing local roads a common thread.
It was highlighted a previous Strategic Housing Development was refused on nearby lands, with road conditions cited as part of the refusal.
An Bord Pleanala granted permission for the development and said it would be in accordance with the proper planning and sustainable development of the area. Among the 28 conditions, the developers, 1 Ash Grove Land Limited, must pay three separate contributions to the local authority.
The proposal must also be slightly amended to ensure the creche facilitates 60 childcare places, and that some pedestrian paths will be repositioned.
A mobility management strategy must also be submitted to the local authority which provides incentives to encourage the use of public transport, cycling, walking and carpooling to reduce and regulate the extent of parking.
