Plan to build 600 homes in Glanmire

ONE of the biggest single developments in the recent history of Cork city and county could be set to progress in 2018 if the State grants planning.

O'Flynn Construction has applied for permission to build more than 600 new homes, a school, retail units and community facilities at a site less than 20km from the city centre.

Ballinglanna, Glanmire could be home to one of the biggest residential sites in the city and suburban area if the ambitious plans gets the greenlight.

The developer is bypassing local planning regulations in an effort to get the project off the ground, applying directly to An Bord Pleanála under the Strategic Housing Development (SHD) application process.

SHD was introduced by the Department of Housing in July 2017 and is applicable for housing developments of more than 100 units. It allows developers to apply directly to An Bord Pleanála in a bid to accelerate the delivery of large housing applications.

The article was introduced to ease the growing pressure on the private rental and house-buying market in Ireland, with stock continuing to hit record lows.

As of the end of 2017, the O'Flynn application for Ballinglanna was one of just two SHD applications in Cork. The other was the proposal for 255 student beds at the former Crow's Nest site at Victoria Cross in the city centre.

If it gets the go-ahead, the development will transform some 31.5 hectares on the eastern edge of Glanmire Village. The site is currently zoned for residential development.

If approval is granted, O'Flynn will construct 608 new units, including 112 apartments and a mix of 496 2, 3 and 4-bed houses.

There are also plans for a creche, retail unit and community centre/sports hall, with provisions included to develop retail and professional services on the site.

Some 1.2 hectares of space has also been reserved for the development of a 16-classroom school in the new community.

A large number of associated roadworks are also included in the major project, including the development of new junctions, cycle-lanes and road access onto existing routes.

The project is dependent on a number of infrastructural upgrades, though, including the Dunkettle Interchange works.

While planning permission has been sought for the overall development, the project will be restricted to 400 homes pending the upgrades to the national road network.

Submissions can be made to An Bord Pleanála regarding the development until February 1, 2018, with the final decision due to be made by April 19, 2018.
